Prohibits an employer, licensing agency or employment agency from requesting or requiring that a prospective employee disclose his or her age, date of birth or date of graduation from an educational institution on an initial employment application or during an interview, except in the case of a bona fide occupational qualification or need.
Requires local boards of education, BOCES, charter schools and non public schools to adopt policies to promote student voter registration and pre-registration, including procedures for providing access to voter registration and pre-registration applications during the school year and assistance with filing such applications and informing students of the state requirements for voter registration and pre-registration.
Requires public hearings to be conducted by the senate education committee and the assembly education committee jointly or separately in Bronx, Kings, New York, Queens and Richmond counties a minimum of thirty days prior to any vote to extend mayoral control of New York city schools.
Relates to revocation of drivers' licenses and registrations for multiple driving while intoxicated convictions; provides an automatic 10 year license revocation for 3rd offense.
Allows for paratransit eligible for paratransit eligible individuals who are at least eighty years old, to be required only to present correspondence from a licensed physician, dated within the preceding thirty days, indicating that the paratransit service is still necessary for the individual to make a single application for paratransit services; provides that once approved, such individuals shall be exempt from all certification requirements.
Requires approval by 2/3 vote of membership of the senate and assembly voting separately to increase or decrease any tax rate, impose a new state tax, extend or delete existing state tax.
Requires law enforcement agencies to conduct an inventory of all untested sexual offense evidence collection kits; requires a report to the legislature and the governor.
Authorizes the governor to fill vacancy in the office of lieutenant-governor on confirmation of both houses of the legislature; allows the governor to leave the state without transmitting power to lieutenant-governor; establishes the process for lieutenant-governor to act as governor during incapacitation of the governor.
Creates the short-term military service guardian; allows parent without joint custody to appoint service guardian; provides for a maximum appointment of 180 days.
