Authorizes the assessor of Nassau county to grant the World Restoration Center Inc. retroactive real property tax exempt status upon an application therefor.
Directs the commissioner of labor to create and distribute to employers a poster, pamphlet, or other written materials regarding mental health and wellness of employees to be posted in the workplace; directs voluntary guidelines for employers to put in place strategies and programs to support the mental health and wellness of their employees.
Increases the enhanced STAR property tax deduction for tax for final assessment rolls to be completed after two thousand twenty-four; provides a total exemption from school taxes for certain persons eighty years of age and older.

Relates to the dissemination of information pertaining to Alzheimer's disease and other forms of dementia through the NY Connects: Choices for Long Term Care program.
Creates an office of healthcare accountability to provide recommendations regarding healthcare and hospital costs; audit expenditures for state employees and retirees; and to provide public information relating to hospital costs and the transparency of hospitals with regard to disclosure of costs.
Requires state units to purchase a product or service that is or contains an algorithmic decision system that adheres to responsible artificial intelligence standards; specifies content included in responsible artificial intelligence standards; requires the commissioner of taxation and finance to adopt certain regulations; alters the definition of unlawful discriminatory practice to include acts performed through algorithmic decision systems.
Prohibits the sale of second-use lithium-ion batteries intended for use in a bicycle with electric assist, an electric scooter or a limited use motorcycle; provides penalties for violations.
Requires the secretary of state to offer code enforcement training programs for code enforcement personnel to be completed online, with flexible options for when such training programs may be completed.
