Relates to the use of injurious physical force by public servants; directs the commissioner of criminal justice services and the commissioner of health to prescribe standards for the use of physical force and for devices and substances used in the exercise of physical force.
Prohibits the liquor authority from revoking, suspending, or canceling a retail licensee's license without a hearing when the holder of the license was issued a summons for a violation that is unrelated to the sale or consumption of alcohol on premises.
Prohibits the discharge or dismissal of a member of the panel for educational policy without providing such member with a thirty day notice of such discharge or dismissal.
Relates to the city charter referendum process; repeals certain provisions regarding the adoption of a new or revised city charter proposed by a charter commission which limit the submission of questions to a city's qualified electors; eliminates the rule that provides that whenever a city charter commission puts a proposal on the local ballot, all other local referendum proposals are barred from the ballot.
Prohibits injecting a person with any substance, including, but not limited to, ketamine, by emergency medical personnel, law enforcement or any entity without the specific consent of the person or their guardian who is authorized to make medical decisions on their behalf except as a life saving measure.
Prohibits employers from asking job applicants about salary expectations; allows job applicants to request the included benefits for the position they are applying for.
Permits that when the division of criminal justice services has provided criminal history information within the previous twelve months to any state agency for certain individuals, such information can be used to satisfy the required criminal history check for such employee without having to re-request such information.
Allows an adult home, enriched housing facility, assisted living residence or special needs assisted living residence to provide for nursing services in the facility that are not continual, either by arrangement with a provider of nursing services or by employment.
Restricts automatic renewal of contracts for electronic and life safety alarm services; makes such automatic renewal provisions unenforceable unless: the automatic renewal offer terms or continuous service offer terms are presented to the consumer in a clear and conspicuous manner; the business or person furnishing the electronic and life safety alarm service obtains the consumer's affirmative consent; and such renewal or continuous service offer provides an acknowledgment of the contract cancellation policy, and information regarding how to cancel in a manner that is capable of being retained by the consumer.
