Allows withdrawals from family tuition accounts to pay for treatment of substance use disorder, including detoxification and rehabilitation for the designated beneficiary.
Enacts the "regulatory fiscal accountability act of 2023"; requires every proposed rule, authorized by law and having a fiscal impact in excess of ten million dollars, to be approved by a two-thirds vote of each of the appropriate legislative committees; requires proposed rules and executive orders affecting political subdivisions to include fiscal notes.
Provides that the submission of claims for services provided by home care agencies shall be done on forms approved by the centers for Medicare and Medicaid services.
Establishes the statewide childcare workforce living wage fund to improve workforce conditions for employees of childcare services and programs through grants for salary increases, workforce retention bonuses and recruitment bonuses, indirect costs associated with implementing salary increases and bonuses, costs associated with employee health and fringe benefits and provider pay in certain circumstances; makes an appropriation therefor.
Relates to amending state construction and commodity contracts to provide equitable relief to contractors who have sustained unanticipated expenses by reason of construction materials price escalations.
Establishes a separate states working group to conduct a study on Long Island statehood which includes a cost benefit analysis on Long Island statehood.
