Authorizes the town of Goshen to impose a hotel and motel tax of up to five percent; provides for the repeal of such provisions upon the expiration thereof.
Allows approved claims of representatives for services rendered to a claimant in connection with an unemployment insurance claim to become a lien upon the benefit allowed; criminalizes certain violations relating to other forms of compensation in connection with an unemployment insurance claim; provides that a fee allowed shall be on a contingency basis and be equal to fifteen percent of the amount of the benefits to be paid to the claimant at the conclusion of services rendered.

Provides earnings limitations for retired police officers employed part-time by municipalities with a population of less than 25,000; permits such officer to work up to five hundred twenty hours in any consecutive six-month period, with no suspension or diminution of retirement allowance; establishes villages or towns shall report such hours and salary earned on a monthly basis.

Establishes a wastewater infrastructure and drinking water program for the purpose of making payments toward the replacement and rehabilitation of existing local municipally-owned and funded drinking water, storm water and sanitary sewer systems; appropriates six million dollars to initially fund such program.
