Establishes the offenses of political coercion in the second degree, political coercion in the first degree and accomplice to political coercion relating to the transportation of a person into the state for political or publicity reasons or personal gain.
Authorizes the governor and lieutenant-governor, commissioner of general services, secretary of state, comptroller, attorney general, and members of the legislature, provided that such request does not impact upon the department's ability to manage its facilities as determined by the director of the facility, to visit any facility designated by the commissioner of mental health for care and treatment.
Requires entities receiving state funding for workforce development purposes to annually file a report with the department of labor describing the number of individuals contacted, trained and hired by such entities and the status of such individuals at 6, 12, 18 and 24 months after hiring.
Directs the liquor authority to create a standardized form for use by municipalities and community boards for comment on renewal applications, to be used by the liquor authority in consideration of granting such renewals.
Requires child day care centers, family day care homes, and any child day care provider notify the municipality in which they intend to operate of their intent to request such a license or registration provided such child day care center, family day care home, or child day care provider is located within a city with a population of one million or more.
Provides for limited credit time allowances for working in the horse handling program for a period of no less than eighteen months and receipt of a certification from the Groom Elite program.
Establishes the office of nonprofit development within the empire state development corporation to assist nonprofit organizations with business development, capacity building, technical support and education.
Authorizes Douglas Brenning of the village of New York Mills to take the competitive civil service examination for the position of police officer and be placed on the eligible list for employment as a full-time police officer for the village of New York Mills police department.
Designates a portion of state route 111 in the towns of Islip and Smithtown as the "Port Authority Police Officer Steven J. Tursellino Memorial Highway".
Grants a retroactive parity payment to certain management and confidential retirees who retired between April 1, 2009 and March 31, 2015, not to exceed $5,000.
Relates to creating a new acquisition fund for community land trusts located in New York state; provides that moneys of the fund shall be expended solely to carry out the affordable home ownership development program exclusively for community land trusts; defines community land trusts.
Makes eligible for provisional appointment and authorizes Paul Strobel to take the competitive civil service examination for the position of police officer and be placed on the eligible list for employment as a part-time police officer for the Columbia County Sheriff's Office.
