Requires the owner of sites where any action is or was taken which may have a significant impact on the environment to establish and maintain an environmental maintenance trust fund.
Establishes the pandemic response study commission act to conduct a study of the state's response to COVID-19 and to make recommendations on improvements to the state's public health system; provides for the repeal of such commission upon the completion of the commission's final report.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity; does not apply to NYC.
Relates to reopening the age 55 improved benefit retirement program and the 25-year early retirement program to active and retired members and staff of the NYC council.
Directs the state energy planning board to conduct a study and prepare a report on the future of power plants in New York state; provides for the repeal of such provisions upon completion of the study and report.
Provides clarification on certain requirements for a business to be considered a women-owned business enterprise; relates to the application process for certification as a minority or women-owned business enterprise.
Requires colleges to report crimes occurring on their campuses or other property to local police; requires such information also be reported monthly to the division of criminal justice services for compilation in an annual report thereon, which report is to include findings and recommendations; conditions receipt of state aid to colleges upon submission of such reports.
Establishes a farmers' bill of rights; specifies prohibited unfair trade practices which have the purpose of intentionally impairing a producer's freedom to bargain collectively with other producers in the marketing of the producer's product; provides that the commissioner of the department of agriculture and markets shall take action to restrain such violations upon the application of an association of producers; increases the limit on damages for encouraging or permitting delivery of products in violation of marketing agreements.
Relates to financial guaranty insurance single risk limits for municipal obligation bonds, special revenue bonds and similar obligations of debt issuers in highly rated member countries of the Organisation of Economic Co-operation and Development; makes certain technical corrections.
