Defines temporary total disability as the injured employee's inability to perform his or her pre-injury employment duties or any modified employment offered by the employer that is consistent with the employee's disability.
Provides that a candidate who files a certificate of acceptance for an office for which there have been filed certificates or petitions designating more than one candidate for the nomination of any party, may thereafter file a certificate of declination not later than the seventh day after the primary election.
Increases the amount of income eligible for income base reductions in certain tuition assistance program awards for students who have been granted exclusion of parental income and are single with no dependent, or who have a spouse but no other dependent, for income tax purposes.
Prohibits qualified immunity for public officials; authorizes attorney general enforcement; provides that statutory immunities and statutory limitations on liability, damages or attorney fees do not apply to such claims.

Enacts the "food retail establishment subsidization for healthy communities act" (FRESH Communities); provides loans, loan guarantees, interest subsidies and grants to businesses, municipalities, not-for-profit corporations or local development corporations for the purpose of attracting, maintaining or permitting the expansion of food retail establishments in underserved areas.
Relates to the term "reportable business relationship" as it relates to certain employees of the state university of New York and the city university of New York.
Directs the department of health to develop state food guidelines for foods purchased, served, and sold by state agencies, programs, and institutions and on state property.
Exempts the Leeds Hose Company No. 1, Inc. from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of the membership.
