Empowers the commissioner of education to declare a disaster has substantially impacted an annual meeting and election and to allow school boards to set an additional day for voting if less than eight percent of registered voters cast ballots as a direct consequence of a disaster.
Relates to the date of school district annual organizational meetings; allows boards of education to meet on any date on or before the Monday after July 20th for their annual organizational meeting.
Allows for treatment costing less than $1,500 to be done without prior approval, and more clearly defines the list of "pre-authorized procedures" as a floor on treatment as opposed to its current status as a ceiling; allows non-network providers of testing to be compensated at the provider network rate negotiated by the carrier.

Provides that "wild animal" means indigenous, non-domesticated animals native to the country in which they live and "exotic animal" means a wild animal with an origin of a different continent; adds certain wild or exotic animals to the list of non-companion animals; provides certain owners of wild or exotic animals with a license process.
Includes fire districts within the definition of "municipal corporation" to include employees of fire districts within the health care and mental hygiene worker bonuses.
Establishes a multi-agency study group to conduct a study and to make recommendations regarding the optimal pension and retirement plan alternatives which could be made available to not-for-profit human services corporations in this state.
Prohibits the elimination of building systems or equipment used for the combustion of fossil fuels, including, natural gas, propane and fuel oil in new building construction.
