Criminalizes the harassment of a child when the perpetrator intentionally or knowingly harasses, annoys or alarms a child or a child's parent or guardian; establishes a private right of action for harassment of a child.

Directs the department of environmental conservation to develop and implement a tree planting pilot program in the ten zip codes in the state with the highest incidence of asthma.
Directs the commissioner of the office of addiction services and supports to promulgate rules and regulations for providers operating in rural locations while taking into account the extra challenges encountered by such providers, including but not limited to, increased and additional expenses.
Requires school districts, public libraries, boards of cooperative educational services, county vocational education and extension boards, charter schools, and non-public elementary and secondary schools to provide and maintain on-site opioid antagonists.
