Requires the department of veterans' services to provide legal and/or technical support to veterans who want to change such veteran's discharged status to honorable because such person was dishonorably or administratively discharged from the armed services due to sexual orientation.
Relates to consideration of gender-affirming health care or gender-affirming mental health care in child custody cases for purposes of jurisdiction, forum and enforcement of custody orders.
Enacts the "New York veteran digital navigator program act"; requires the state commissioner of the department of veterans' services to establish a program to promote digital citizenship, through which the state commissioner shall award grants to eligible entities.
Requires healthcare facilities to maintain a fifty percent operating threshold of certain reusable healthcare protective textiles in their inventory unless a reprieve is provided for supply chain issues; provides a fine may be assessed for failure to comply, as determined by the commissioner.

Standardizes the language across the relevant court acts to allow tenants statewide to sue in the county where the real property at issue is located in matters relating to a tenancy or lease; requires the Office of Court Administration to develop necessary forms, procedures and deliver a report.
Increases the allowances provided to trial and grand jurors to $60 per day for the first ten days and $100 per day every day thereafter of physical attendance.
Requires certain meetings between the governor, the temporary president of the senate and the speaker of the assembly relating to the state budget to be open to the general public; to provide an opportunity for the public to attend, listen to, and observe such meetings; and to broadcast and maintain records of such meetings on each party's website.
Withholds the governor's salary until the legislative passage of the budget occurs; provides such salary should be withheld if the budget has not passed prior to the first day of the fiscal year and shall not be paid until such passage occurs.
Requires all state and private agencies with mandatory reporters of incidents involving vulnerable people to retrain all staff on reporting to a 9-1-1 operator and the county district attorney's office and state and private websites; requires written materials to be updated.
Requires the public service commission to distribute penalty awards received from public utilities to customers aggrieved by the actions of the public utility.
