Permits the state board of elections to join certain multistate voter list maintenance organizations and provide such organizations with certain voter information; requires the state to join a multistate voter list maintenance organization on or before July 31, 2025.
Requires the department of corrections and community supervision to provide a nonpartisan, peer-led civic engagement program for incarcerated individuals in all correctional facilities in this state which shall be completed by each incarcerated individual within one year prior to their release.
Clarifies that the New York state health insurance program remains subject to certain provisions of the financial services law and coverage for usual and customary costs for out-of-network health care service.
Relates to student class size in public schools in school districts located outside of a city having a population of one million or more inhabitants; requires such districts to develop a plan to reduce actual class sizes beginning September two thousand twenty-three.
Enacts the "tenants organizing act"; allows tenants' groups, committees or other tenants' organizations to invite outside guests or visitors including elected officials, services providers, housing lawyers, etc. without being required to pay fees; defines "tenants' organization"; provides for activities that tenants' organizations can take part in; provides for the manner in how a tenants' organization is established.
Relates to increasing the membership of the special district operations and development committee; provides that the committee shall consist of no less than nine members and no more than fifteen.
Makes technical corrections relating to the MTA and the Penn Station Access Project; authorizes the city of New York to discontinue a portion of real property in the county of the Bronx as parkland and to grant easements for improvements to the railroad right-of-way to bring Metro-North railroad service to four new stations in the Bronx and to Pennsylvania Station in the county.
Removes the requirement that certain orders releasing a principal on such principal's own recognizance, releasing a principal under non-monetary conditions, or fixing bail, be tailored according to the least restrictive means.
Establishes the crime of criminal sale of a controlled substance upon the grounds of a drug or alcohol treatment center, or alcoholics anonymous or narcotics anonymous meeting; designates such crime as a class E felony.
Establishes the jury duty mileage reimbursement tax credit; allows a juror a credit equal to their reasonable mileage allowance owed for each mile actually and necessarily traveled by such juror who utilizes their personal vehicle in the fulfillment of their jury duty.
Removes the requirement that willful failure to appear after notice of scheduled appearances be persistent in order to revoke an order granting an order of recognizance, release under non-monetary conditions or bail to a defendant and to fix bail in such action or proceeding.
Relates to the court's consideration of the existence of extraordinary circumstances and significant physical injury in determining whether to remove adolescent offenders to family court; defines such terms; provides factors for the court's consideration of whether extraordinary circumstances exist.
