Declares a policy of equal treatment of people of all races, cultures, religions, incomes, education levels, disabilities, gender identity/expression and sexual preference in the development and enforcement of environmental laws, regulations and policies.

Permits a redetermination of a tax abatement for rent-controlled and rent regulated property occupied by senior citizens or persons with disabilities upon a permanent decrease in income.
Authorizes and directs the commissioner of agriculture and markets to conduct a study on climate resilient crops and climate smart farming practices; requires the commissioner to report to the governor and legislature within one year with recommendations for legislation and administrative programs.
Grants provisional MWBE certification status for one year for applicants who do not receive a determination approving or denying their application for MWBE certification within ninety days of applying.
Creates special proceedings for freedom of information law and open meetings law reviews; directs the chief administrator of the courts to establish a freedom of information law and open meetings law review program in the supreme court, whereby individuals may file a petition for review of a freedom of information law request or open meetings law claim.
Enacts the "empire innovation act"; provides that a participant in the excelsior jobs program shall be eligible to claim a credit equal to the portion of the full cost of the participant's research and development expenses incurred that relates to the participant's research and development expenditures in New York state during the taxable year; provided however, if the participant receives a federal research and development tax credit calculated on the full cost of the participant's research and development expenses that relates to the participant's research and development expenditures in New York state during the taxable year, then said participant shall only be eligible to claim a credit equal to fifty percent of the portion of the participant's federal research and development tax credit that relates to the participant's research and development expenditures in New York state during the taxable year.
Imposes consultation and reporting requirements for municipal corporations resettling, transporting or relocating non-detained migrants to another municipal corporation within the state, which is directed, administered, or funded by the federal government, the secretary of health and human services in the case of minors, the secretary of homeland security in the case of adults, or any municipal corporation within the state or agents thereof.
