Authorizes a weighted selection process prioritizing children who would be eligible to receive free or reduced price lunch and/or who are emergent multilingual learners for the allocation of certain prekindergarten seats in school districts where there are more eligible children than can be served in a given school year.
Relates to the availability of opioid reversal agents; requires the department of health to make available any formulation and dosage of opioid reversal agent approved by the federal food and drug administration.
Creates a school budget tax cap exemption for expenditures resulting from settlements or jury awards for civil actions brought against school districts under the child victims act.
Establishes extended producer responsibility for textiles; requires a producer, either individually or cooperatively in a group or with a representative organization to submit to the department of environmental conservation a plan for the establishment of a collection program for textile covered products no later than December 31, 2024.
Establishes a bicycle and electric scooter operator's safety manual; provides for the issuance of a license for residents who successfully read and comprehend the operator's safety manual; requires residents who operate an electric scooter in New York City to have a license to operate such devices; requires instruction in electric scooter safety as part of the drivers pre-licensing course; requires liability insurance for electric scooters in cities having a population of one million or more; and prohibits the sale of an electric scooter to a purchaser unless the purchaser has a license to operate the electric scooter and has insurance in a city having a population of one million or more.
Enacts "new deal for SUNY: the New York state higher education equality act" to provide free tuition to students who attend SUNY who are enrolled in academic coursework and are on track to graduate; establishes the state university tuition fund to reimburse the state university of New York for the cost of tuition for students who are eligible for free tuition.
Enacts the stop civil discrimination act requiring proof of service to include the server's perception of certain characteristics of the person to whom personal service of a summons was delivered.
Provides training to staff members accepting registrations, issuing licenses or conducting inspections of child day care homes, programs or facilities on the detection of controlled substances.
Requires the New York city department of corrections and the New York city health and hospitals corporation to adopt safety policies to protect health care workers who treat incarcerated individuals.
Allows certain judges, justices, and criminal prosecutors who are duly licensed to possess a concealed firearm, to carry such concealed firearm in court, where no magnetometer or security personnel is present.
Permits those licensed to carry or possess a pistol or revolver or to purchase or take possession of a semi-automatic rifle or licensed to hunt wildlife to purchase or take possession of ammunition without requiring contacting the statewide license and record database.
Establishes a task force to be called the "office of asylum management" to study, evaluate, and develop recommendations relating to the management of asylum seekers in this state; requires reporting to the governor and the legislature.
Relates to services available to immigrants residing in certain family and adult shelter facilities; requires the office of New Americans to establish a program to deliver comprehensive case management services to immigrants residing in certain shelters.
