Establishes a temporary relocation assistance for asylum seekers fund to assist certain localities with a significant number of asylum seekers in providing services including healthcare, housing, free and/or subsidized legal services for low-income individuals, education and language services, free and/or subsidized child care programs, and job training and trade certificate programs.
Enacts the "advanced artificial intelligence licensing act"; providing for regulation of advanced artificial intelligence systems (Part A); requiring registration and licensing of high-risk advanced artificial intelligence systems and related provisions regarding the operation of such systems (Part B); establishing the advanced artificial intelligence ethical code of conduct (Part C); and prohibiting the development and operation of certain artificial intelligence systems (Part D).
Strengthens protections for patients regarding sexual misconduct by medical providers; requires medical expert consultants involved in investigations disclose conflicts of interest and to not be under investigation, on warning, or on probation; requires a zero-tolerance policy to be adopted and training to be provided on sexual misconduct by the board for professional misconduct; includes provisions related to the right to have a chaperone; includes sexual misconduct in the definition of professional misconduct.
Requires any sponsor of a clinical trial in this state, including but not limited to, a pharmaceutical drug manufacturer, pharmaceutical drug wholesaler, academic medical center, voluntary group, federal agency or health care provider, that applies for a state grant to conduct such clinical trial, to conspicuously post certain information about such clinical trial on the department's website.
Relates to enacting the cosmetology licensure compact, which establishes requirements and administrative procedures for multistate licensing for the practice of cosmetology.
Prohibits roadside signage for the sale of cannabis or cannabis products on a highway, road, or other vehicular pathway; establishes that a civil penalty of $1,000 shall be assessed for the first offense and a subsequent fine of up to $2,500 for each day that a violation continues.
Requires the provision of paid family leave and certain other employee benefits when an employee is under a mandatory or precautionary order of medically-necessary quarantine or isolation issued by the department of health.
Provides that the department of environmental conservation shall deny or suspend any permit issued by the department if the applicant or the permittee or any of its directors, officers or senior management have been convicted of a criminal offense involving fraud, bribery, perjury, an offense against public administration as that term is used in article one hundred ninety-five of the penal law, or conspiracy to commit any such offense.
Expands felony sex offenses to include promoting prostitution in the second degree, promoting prostitution in the first degree, compelling prostitution, sex trafficking, and sex trafficking of a child.
Enacts the "pollinator promotion act" to authorize the commissioner of environmental conservation to promote the health and viability of pollinators in the state and to provide state assistance payments to municipalities to adopt and implement pollinator promotion plans; requires certain pollinator health initiatives on SUNY campuses; directs the departments of education and environmental conservation to develop guidelines for school districts to implement certain pollinator friendly practices; directs the implementation of certain pollinator friendly practices on highway verges.
Requires the commissioner of health to promulgate regulations requiring that the addition of, decertification of, or changes in the method of delivery of perinatal services by a general hospital be subject to an application under article 28 of the public health law that requires review and approval by the council.
Requires the department of health to convene a maternal health care and birthing standards workgroup to study, evaluate and make recommendations related to the development of maternal health care and birthing standards to ensure that patients receive the highest quality of care.
