Enacts the "stop Anti-Semitism on college campuses act" to ensure no state aid is granted to any college or university that authorizes, facilitates, provides funding for, or otherwise supports any event promoting Anti-Semitism on campus; defines "Anti-Semitism".
Requires town and village justices be admitted to practice law in New York state for at least five years as of the date they commence the duties of office.
Establishes the organized militia as public employees working group to examine the potential costs and benefits of designating members of the New York state organized militia as public employees.
Establishes the Native American and Other Historically Marginalized Groups Discrimination and Injustice Commission which shall complete a study and submit a report regarding discrimination and injustices historically and currently faced by indigenous people and other historically marginalized groups living within the state.
Prohibits the idling of any passenger vehicle, with certain exceptions, for more than 3 consecutive minutes; establishes the first violation is a warning and subsequent violations of such section are traffic infractions punishable by a fine of $150.
Makes it a violation to loiter while masked or disguised by unusual or unnatural attire or facial alteration while in a group of six or more persons so masked or disguised.
Requires any dealer where lithium-ion batteries, bicycles with electric assist, micromobility devices and limited use motorcycles are sold at retail or repaired, and/or lithium-ion electric batteries are housed in a storage facility to maintain functional fire protection and suppression measures effective against lithium-ion battery and electrical fires, including but not limited to Class B extinguishers, battery cases, and automatic monitoring and detection; authorizes the department of state to promulgate necessary rules and regulations; imposes a fine of $250 for a knowing violation to comply with such provisions.
Establishes the central healthcare data system which stores medical records and information and provides such medical records and information to authorized users.
Protects wolves by requiring animals which could be wolves be submitted for a DNA test and, when determined to be wolves, requiring the department take action to protect wolves from being taken in the future.
Enacts the "Count Every Vote Act of New York" which amends the procedure for the recanvass of votes in election districts; defines margin of victory for the purpose of triggering a hand recount of ballots.
Extends the utilization of limited permit practice of medicine to private offices or clinics in urgent care settings, prisons, schools, and universities; extends the duration of such limited permits to three years.
Prohibits the manufacture, sale, or offer for sale of a decorative or facsimile license plate of a size, shape, color and design which is substantially similar to a license plate issued by the department of motor vehicles, such that such decorative or facsimile license plate appears to be a license plate issued by the department of motor vehicles.
