Requires the New York state bridge authority, the Triborough bridge authority, the Thousand Islands bridge authority, the Nassau county bridge authority, the Ogdensburg bridge authority, and the New York state thruway authority to develop a feasibility study to promote bicycle and pedestrian access on bridges and provide a report to the governor, temporary president of the senate, speaker of the assembly, and the public a copy of such plan.
Requires the office of parks, recreation and historic preservation to establish design standards for greenway trails and to manage applications for greenway trails.
Increases the penalties for stopping, standing, or parking in handicapped spaces without a handicapped permit to not less than one hundred fifty dollars nor more than three hundred dollars for the first offense and three hundred to five hundred fifty dollars for the second offense occurring within a period of five years within the state.

Requires that instruction in financial literacy be provided to pupils in grades nine through twelve; establishes what should be included in such curriculum including the basics of financial planning, budgeting, borrowing, interest rates, and personal insurance policies.
Designates Richard Ernyey eligible to take the competitive civil service examination for the position of police officer and contingent on his score, to be placed on the eligible list for appointment as a full-time police officer for the city of New York.
Establishes the retire strong tax credit for certain individuals age 65 or older; authorizes a tax credit amounting to half the qualifying real property taxes paid by such individual for the taxable year, up to $6,500.
Exempts registered security guards with a bachelor's degree or higher from an accredited college or university in criminal justice or an equivalent from annual in service-training courses.
Requires retailers to affix a notice on any bicycles with electric assist and micromobility devices which states to always yield to pedestrians and follow traffic laws that you cannot use such device on sidewalks or on highways, except where allowed by local law; authorizes the department of state to promulgate necessary rules and regulations; imposes fines for violations thereof; makes related provisions.
Permits utility corporations to enter into agreements with municipalities and private landowners for the development of multi-use trails in electric utility corridors that can be used for recreation and transportation.
Provides for school district employees who have been provisionally appointed to a position for at least nine months without an exam being offered for such position to receive a permanent appointment in such position.
Adjusts the school tax relief (STAR) exemption for homes located outside a city with a population greater than one million for the 2024--2025 school years and thereafter (Part A); relates to a real property tax freeze to reimburse qualifying homeowners for increases in local property taxes on their primary residences (Part B); provides for supplemental state assistance to be paid to cities, counties, towns and villages that are compliant with the property tax levy limits (Part C).
