Relates to requiring the use of project labor agreements for large scale construction projects under the state university construction fund; provides an exception to such requirement may be granted; provides that the fund may require every contractor become party to a project labor agreement.
Requires distribution centers which are 50,000 sq. ft. or more to be equipped with electric vehicle charging stations as determined by the secretary of state and NYSERDA.
Enacts the "disadvantaged communities commitment act"; requires investor-owned energy utilities to collect and publish data on disadvantaged communities in certain service areas and file such statistics with the public service commission.

Requires the department of civil service to establish an accessible list of persons with disabilities and veterans with disabilities employed by the state; and to make persons with disabilities and veterans with disabilities employed by the state eligible for the HELP program.
Establishes a tax deduction for a taxpayer who is a beneficiary of a deferred compensation plan and who elects to make a distribution of such deferred compensation in order to pay for qualified health insurance premiums, in an amount equal to six thousand dollars.
Directs the cannabis control board not to issue any license, permit or registration for retail dispensaries of cannabis until the cannabis control board reviews and closes businesses which are selling cannabis without a proper license or permit.
Enacts the "New York AI Child Safety Act" relating to the unlawful promotion or possession of a sexual performance of a child created by digitization; defines terms; increases penalties from a class D or E felony to a class C felony.
Enacts the "Swift Act"; defines terms; requires social media platforms to promptly remove unlawful publications of intimate images within twenty-four hours of the submission of the report; provides for attorney general enforcement; makes unlawful dissemination or publication of an intimate image a class E felony.
Provides for a hazardous pay differential for certain emergency medical technicians who are providing emergency medical services, and their supervisors, during outbreaks of infectious diseases.
Authorizes school districts to submit an opt-out waiver to the commissioner of education authorizing such districts to opt-out of certain zero-emission school bus requirements.
Prohibits the permanent or temporary housing of migrant populations in schoolhouses or on school grounds in districts outside of a city with a population of one million or more.
Authorizes the village of Greenwood Lake, county of Orange to allow golf carts on certain streets under the exclusive control and jurisdiction of such village.
