Establishes a tax deduction for distributions from a family tuition account established under the New York state college choice tuition savings program used to pay student loans.
Directs the remainder of the balance of certain funds paid to the recording officer of the county of Essex, to be used towards expenditures for county and public safety facility projects; extends certain provisions relating thereto to December 1, 2027.
Expands the ethical duties of public officers and employees to include compliance with the state human rights law and any policies or procedures implemented by their employer related thereto.
Makes all costs and expenses of the department of public service and public service commission subject to appropriation by the legislature on the certification of the chairman of the department and upon the audit and warrant of the comptroller.
Establishes the veterans' services organization capital support program to provide funding to eligible entities for payment of the capital costs of construction, improvement, repairs, rehabilitation, or reconstruction of facilities owned by eligible entities, and for the acquisition of related equipment with a useful life of not less than ten years; appropriates a sum of $10,000,000 therefor.
Authorizes the town of Yorktown, Westchester county, shall have the ability to install and operate photo speed violation monitoring systems within construction or maintenance work areas that fall within the border or jurisdiction of such municipality; makes related provisions.
Exempts the residency requirement for certain assistant district attorney positions within Saratoga County; provides such exemption does not apply to the positions of first assistant district attorney or chief assistant district attorney.
Permits the legislature to increase the number of justices of the supreme court in any judicial district up to one justice for every thirty thousand people in the district.
Establishes the nutrient inactivant application permit to allow for the use of products used for controlling phosphorus levels in lakes or ponds to prevent and inhibit harmful algal blooms.
Establishes standards for the reuse of deconstructed building materials; requires the uniform building code to set standards for the use of solid-sawn lumber in construction and for the grading of used solid-sawn lumber; requires the secretary of state to develop a program for grading reclaimed wood for structural purposes.
