Authorizes real property taxing jurisdictions to grant a partial tax exemption for property purchased by a clinician in a clinician shortage area, as determined by the commissioner of health, which will be such clinician's primary residence and he or she will practice in such shortage area; provides state aid to taxing jurisdictions which grant the exemption to the extent of the tax savings provided to clinicians.
Relates to the former crime of loitering for the purpose of engaging in a prostitution offense; expunges criminal records for persons previously convicted of such crime; directs the chief administrator of the courts to provide information regarding such expungement; adds language to identify that the crime of loitering for the purpose of engaging in a prostitution offense is no longer in law.
Relates to establishing guidelines for DAs with regard to electronic conversion of certain records, books or papers in the care, custody or control of DAs that are more than 10 years old.
Enacts the comprehensive diversity in procurement and employment act of 2023 to encourage full and equal participation in public sector business opportunities across the state.
Establishes a fire prevention and emergency task force to develop a plan for training requirements and standards for fire prevention and emergency response services in rural areas and to examine the necessity of having uniform standards across the state.
Relates to the availability of agency records prior to or at an open meeting; removes the "to the extent practicable at least twenty-four hours" limitation from the requirement that agencies and departments shall make records available.
Requires the commissioner to promulgate rules and regulations requiring entities proposing construction of a new building development within one mile of a transit facility to submit environmental impact statements; defines transit facility.
Places a moratorium on tax lien sales in a city with a population of one million or more due to the financial hardships placed on property owners as a result of the COVID-19 pandemic.
Establishes the crime of assault on sports officials and aggravated harassment of a sports official; makes aggravated harassment of a sports official a class B misdemeanor; requires the state education department to establish an information campaign to be distributed to all youth and school sports programs requiring such programs to disseminate information to parents and other spectators of such programs on the protections afforded sports officials.
Provides for the establishment of a method for determining the lowest responsible bidder when negotiating state contracts that would incorporate quantifiable fiscal benefits.
