Provides that in the siting of new electric transmission facilities, including high-voltage transmission lines, the following corridors shall be utilized in the following order of priority in accordance with feasibility of economic and engineering considerations, reliability of the electric system and the protection of the environment: existing utility corridors; highway (interstate, freeway and state trunk) and railroad corridors; recreational trails, to the extent that the facilities may be constructed below ground and that the facilities do not significantly impact environmentally sensitive areas; and new corridors; provides that the commissioner of transportation shall engage in coordination activities with a utility or transmission line developer to review requested highway corridors for possible permitted locations of transmission lines.
Requires certain construction project contracts with a value of greater than or equal to five million dollars to include siting of solar energy arrays, major renewable energy facilities, or major electric transmission facilities.
Authorizes the dormitory authority to provide Erie County with construction, reconstruction, development, improvement, equipping, and expansion services of infrastructure, public areas, and/or a facility or facilities and necessary ancillary and related facilities.
Allows victim impact statements to be submitted at parole revocation hearings.

Directs the commissioner of corrections and community supervision to promulgate rules and regulations to establish and maintain a system for the preservation of data on tier one violations in correctional facilities.
Relates to the promulgation of rules and regulations establishing minimum standards for the construction or improvement of correctional facilities and the care, custody, correction, treatment, supervision, discipline, and other correctional programs for all persons confined in such facilities; allows counties flexibility in establishing minimum staffing ratios.
Relates to the reuse of building construction, deconstruction, and demolition materials, including requiring local deconstruction ordinances and reporting requirements for local political subdivisions awarded grants for construction, deconstruction and demolition projects; establishes a construction, deconstruction, and demolition waste prevention and reduction grant and technical support program; establishes deconstruction contractor certification requirements.
