Directs the chancellor of the New York city school district to establish, in consultation with the metropolitan transportation authority, a student fare program to provide three free fares each weekday to New York city students who live a half mile or more from the school they attend.
Creates the New York state independent budget office with a director to be appointed, upon the recommendations of an independent budget office advisory committee, by the speaker of the assembly and the temporary president of the senate; such office shall provide objective, non-partisan and timely analyses of state revenue, expenditures and management practices to members of the legislature for any legislation with fiscal impact or at the request of a leader or a committee.
Directs state agencies to submit reports detailing their telework policies; permits input from employees anonymously; directs the department of civil service to compile reports and submit a single report to the legislature.
Prohibits certain inquiries or statements related to the arrest record or conviction record of any person who is in the process of applying for employment or interviewing for employment.
Directs the commissioner of education, in conjunction with the superintendent of state police and the commissioner of the division of homeland security and emergency services, to establish standards for the security and safety of school grounds.
Authorizes retail clinics to provide certain services; directs the commissioner of health to enact regulations imposing certain standards and restrictions.
Directs telecommunications and cable corporations to provide call center service assistance from centers located within the state and such corporations' service areas; includes a list of what services must be provided.
Enacts the accessible electronic information act for blind and disabled persons; creates a new fund in the state finance law; authorizes a not-for-profit entity to administer the program.
Establishes a task force to investigate the position of city marshal in the city of New York regarding claims of defrauding creditors and the feasibility of abolishing the position.
Mandates comprehensive, medically accurate and age appropriate sex education be taught in all public schools, grades one through twelve; provides that the commissioner of education will create and establish a curriculum to accomplish such goal within one year of the effective date of this legislation.
