Provides for the return of surplus proceeds from tax lien foreclosures to a former owner; requires 14-day posted notice prior to the public auction of a property.
Prohibits the manufacture, distribution, sale and use of nail polish or nail hardener containing certain dibutyl phthalates (DBP), toluene, formaldehyde, formaldehyde resin, camphor, ethyl tosylamide, and xylene; prohibits the use of such nail polish and nail hardener by appearance enhancement businesses.
Prohibits the use of credit history checks to ascertain the payment status of a student loan of an applicant for employment for the purposes of making hiring decisions except where otherwise mandated by law.
Relates to prohibitions on fur products; prohibits the manufacture, sale, display for sale, trade, giving, donating, or otherwise distributing of a fur product by any means in the state beginning twenty-four months after this act becomes a law.
Provides for requirements for approval for proposals to merge, consolidate, partner, acquire through the establishment of control or proposals for any other transaction or affiliation of certain health care providers.
Requires the office of mental health to establish a training program for the diagnosis and treatment of post-traumatic stress disorder for military veterans; the program shall include a component on military culture competency and shall be intended for the training of mental health providers and mental health clinicians; certification of the completion of the program may be provided to participants through the office.
Establishes the zero-emission industrial trucks grant program to be administered by NYSERDA, to encourage the purchase and lease of zero-emission industrial trucks, class I to III.
Enacts the "elderly abuse protective act" to protect residents 62 years of age or older who suffer abuse or deprivation; requires reports to the commissioner of the office of children and family services of the possible necessity for protective services; specifies action by such commissioner upon receiving such report including evaluation, right of entry, and furnishing of protective services; specifies the authority of the office of children and family services with respect thereto and requires assistance of other agencies in the implementation thereof; provides for judicial and review action against caretakers who abuse elderly; creates statewide central register of elderly abuse; appropriates $600,000 to the office of children and family services.
Creates the metropolitan transportation infrastructure financing authority to issue bonds for project capital costs or elements described in the two thousand seventeen through two thousand twenty-one capital program plans; imposes an additional tax within the metropolitan commuter transportation district.
Establishes the wellness program privacy act; requires employers and insurers to take certain measures to protect the security of wellness program participants' private information.
Directs the department of environmental conservation to promulgate standards for emission of regulated air contaminants from small electric generating sources (defined within); specifies criteria therefor; provides for a permitting requirement and an alternative permitting mechanism involving a registration process.
