Establishes a commission to study and report on the potential implementation of staggered work start and end times for a percentage of state workers to alleviate traffic congestion on the New York state thruway and Adirondack northway during peak commuter travel times.
Establishes an assumption of the inadmissibility of evidence of a defendant's creative or artistic expression against such defendant in a criminal proceeding; requires the proffering party to affirmatively prove that the evidence is admissible by clear and convincing evidence.

Exempts active volunteer firefighters from jury duty when such firefighter files a form, prescribed by the chief administrator of the courts, with the appropriate commissioner of jurors.
Relates to powers of the public employment relations board to assess damages; authorizes the board to assess exemplary damages upon a finding that an offending party has committed repeated improper practices or an egregious practice.
Establishes the community disaster relief and recovery act which will create an emergency assistance program for undocumented individuals impacted by a natural disaster.
