Requires health insurers to provide coverage for long term medical care for Lyme disease and other tick borne related pathogens; provides for taxpayer gifts for tick borne illness research, detection and education; establishes the tick borne illness research, detection and education fund.
Establishes the youth justice innovation fund to make funds available to community-based organizations for services and programs with the purpose of youth development and preventing youth arrest and incarceration.
Establishes that the council on human blood and transfusion services shall review all current medical research and guidance regarding the donation of blood by patients with a history of Lyme or tick-borne illnesses.
Establishes the "blue-ribbon commission on the future of New York state's service delivery system for individuals with intellectual and developmental disabilities act" to conduct a study and prepare a report to examine, evaluate and make recommendations for systemic reforms to ensure a sustainable set of supports and services that meets the evolving needs of all individuals with intellectual and developmental disabilities; provides for the repeal of such provisions upon expiration thereof.
Proposing a constitutional amendment providing for the establishment of the Texas Research Consortium to Cure Infectious Diseases (TRANSCEND) and authorizing the issuance of general obligation bonds to fund collaborative research on and development of infectious disease treatments and cures for humans.
Establishes a fraud assessment commission; directs the chair of the workers' compensation board, in consultation with the workers' compensation fraud inspector general and the fraud assessment commission, to establish an assessment for workers' compensation fraud investigations to fund the investigation and prosecution of workers' compensation fraud, willful failure to secure payment of workers' compensation, and failure to keep true and accurate records; establishes the workers' compensation fraud investigation fund in the joint custody of the chair of the workers' compensation board, the commissioner of labor, and the comptroller, which shall consist of monies received from the imposition of the assessment for workers' compensation fraud investigations.
