Authorizes the issuance of "Blue Star Mother" and "Blue Star Family" distinctive license plates for parents and family members of active duty service members; establishes the "blue star mothers and families support fund".
Creates a distinctive license plate for veterans honoring Borinqueneers; defines "veteran" as a person who is a resident of this state, who served in the armed forces of the United States, and was honorably discharged from the armed forces, or has a qualifying condition, as defined in section one of the veterans' services law, and has received a discharge other than bad conduct or dishonorable from such service, or is a discharged LGBT veteran, as defined in section one of the veterans' services law, and has received a discharge other than bad conduct or dishonorable from such service.
Providing for the back the blue license plate and the city of Topeka distinctive license plate and allowing distinctive license plates to be personalized license plates.
Enacts the "small cannabis farmer relief act" in relation to authorizing certain licensees who qualify as distressed farmer licensees and who legally cultivated cannabis during the two thousand twenty-two or two thousand twenty-three calendar year to expand their cultivation canopy.
