  STATE OF NEW YORK ________________________________________________________________________ 2598 2023-2024 Regular Sessions  IN ASSEMBLY January 26, 2023 ___________ Introduced by M. of A. VANEL -- read once and referred to the Committee on Transportation AN ACT establishing the New York state autonomous vehicle task force The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. The department of transportation is hereby authorized to 2 establish the New York state autonomous vehicle task force to provide 3 the governor and the legislature with information on autonomous vehicle 4 usage on the roads located within the state of New York. For purposes of 5 this act, an autonomous vehicle, also known as a self-driving car, shall 6 mean an unmanned vehicle that is capable of sensing its environment and 7 navigating without human interaction. 8 2. The task force shall be comprised of: 9 a. two members appointed by the governor; 10 b. two members appointed by the temporary president of the senate; 11 c. two members appointed by the speaker of the assembly; 12 d. one member appointed by the minority leader of the senate; 13 e. one member appointed by the minority leader of the assembly; and 14 f. two members appointed by the commissioner of the department of 15 transportation. 16 3. The task force shall: 17 a. study the amount of current autonomous vehicle usage on roads 18 located within the state of New York; 19 b. determine how different regions within the state of New York 20 compare to each other in terms of overall usage; 21 c. compare such vehicle usage results with similar data compiled in 22 other states; and 23 d. study any other issue such task force deems relevant. 24 4. Such task force shall collaborate with state and city of New York 25 agencies including, but not limited to, the department of motor vehicles 26 and the New York city department of transportation. The department of transportation shall submit a report, on or 2 before January 1, 2025, to the governor and the legislature of its find- 3 ings, conclusions and recommendations, and legislative and regulatory 4 proposals deemed necessary to implement such recommendations. 5 § 2. This act shall take effect immediately.
