WOERNER -- read once and referred to the Commit- tee on Labor AN ACT to amend the labor law, in relation to establishing an online database identifying regional skills and employment gaps and the skills and training needed to fill open and anticipated jobs The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 21 of the labor law is amended by adding a new 2 subdivision 16 to read as follows: 3 16. (i) Shall establish and maintain an online database using state- 4 wide labor market data and other data sources to present data showing 5 regional labor market shortages and surpluses and regional skills gaps 6 and other information to enable the public, educators, employers and 7 training providers to make informed decisions and address regional labor 8 shortages and anticipated shortages in regional labor markets. The data- 9 base shall aggregate data on a regional basis and include data for 10 industries and occupations consistent with those identified by regional 11 economic development councils as priority or key industries, including 12 but not limited to jobs in healthcare, advanced manufacturing, applied 13 technologies, information and computer technology, and education. 14 (ii) The database shall identify available data and the source of such 15 data for the following: 16 (a) Specific occupations and clusters of occupations within each iden- 17 tified industry and the median hourly wages for each occupation broken 18 down by levels of experience. 19 (b) The estimated annual labor market demand and turnover for each 20 industry and the clusters and occupations within those industries. 21 (c) The current availability of job openings and anticipated job 22 openings for each industry and the clusters and occupations within those 23 industries.  A. 3092 2 1 (d) The education and training needed to fill open or anticipated jobs 2 for each industry and the clusters and occupations within those indus- 3 tries. 4 (e) The annual number of regional degree and certificate earners in 5 occupations and clusters within the industries identified. 6 (f) Estimates of the deficit or surplus of workers across the region 7 for each industry, clusters of occupations and specific occupations. 8 (g) Regional skills gaps for the occupations, clusters and industries 9 identified. 10 (h) Income benchmarks by region and industry, using poverty thresholds 11 set by the New York state self-sufficiency standard steering committee. 12 (iii) The database created pursuant to this subdivision shall be 13 publicly accessible within one year after the effective date of this 14 subdivision and shall be updated at least once a month thereafter. 15 (iv) As used in this subdivision the following terms shall have the 16 following meanings: 17 (a) "Region" and "regional" shall refer to the economic development 18 regions as defined by the department of economic development. 19 (b) "Skills gap" shall mean the gaps between the skills of potential 20 employees in each region and the skills employers in each region seek in 21 employees. 22 (c) "Cluster" shall mean the groups of occupations within industries 23 that are closely associated in the type of work and the skills needed to 24 accomplish that work. 25 § 2. This act shall take effect immediately.
