Relates to dispositions in family offense cases and orders of protection against a child under eighteen alleged to be a person in need of supervision or to have committed a family offense; provides that no order of protection or temporary order of protection may be issued directing a respondent who resides with a parent, other person legally responsible or other party to stay away from the home of such individual if the effect of such order would leave the respondent without an appropriate alternative residence; relates to the right of a respondent under the age of eighteen to have a guardian ad litem appointed in a family offense proceeding in which the petitioner is a parent or other person legally responsible for the respondent.

Relates to the release of student education records to juvenile detention facilities; provides that where a student has been directed to be held in a juvenile detention facility pursuant to a court order, the educational agency where such student attends school at the time of such direction shall, upon request of the juvenile detention facility where such student is held, disclose such educational records to educational program personnel at such facility without consent of the parent or eligible student under certain circumstances.
Provides that state-funded SUNY programs shall be reimbursed at no less than 26% of the direct costs; allows state agencies to fund SUNY programs where such state agencies determine that such program would produce administrative efficiencies or cost savings.
Authorizes the department of health to establish a program for familial dysautonomia, Canavan's and Tay-Sachs disease screening and counseling and to provide grants and to enter into contracts with public and non-profit private entities to assist in such program; provides that participation in such program shall be voluntary and all information shall be confidential.
