Establishes the public water justice act; prohibits sale of waters of the state unless otherwise specifically authorized; establishes a public water justice fund for royalties and fees collected from persons or entities authorized to sell waters of the state.

Authorizes and directs the public service commission and the energy research and development authority to conduct a study to determine the possibility of closing peaker plants throughout the state.
Establishes the pipeline investment for public environmental solutions program for the purpose of making payments toward the replacement and rehabilitation of existing local municipally-owned and funded drinking water, stormwater and sanitary sewer systems; makes such program eligible for funding from the Clean water, clean air and green jobs environmental bond act of 2022.
