PIROZZOLO -- read once and referred to the Committee on Transportation AN ACT to amend, the highway law and the administrative code of the city of New York, in relation to renaming the Staten Island Expressway the "POW-MIA Memorial Highway" The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Notwithstanding any other law to the contrary, the official 2 name of all that portion of the state highway system located in Richmond 3 county constituting route 440 from Outerbridge Crossing to route 278 4 (West Shore Expressway) and route 278 from the Goethals bridge to the 5 Verrazano-Narrows bridge (Staten Island Expressway) shall be the 6 "POW-MIA Memorial Highway", as such highway is designated in section 7 343-h of the highway law. 8 § 2. The paragraph relating to interstate route connection 512 of 9 section 340-a of the highway law, as amended by chapter 288 of the laws 10 of 2018, is amended to read as follows: 11 Interstate Route Connection 512. [Staten Island expressway] POW-MIA 12 Memorial Highway from Goethals bridge approach to Verrazzano-Narrows 13 bridge approach, Brooklyn-Queens expressway from Verrazzano-Narrows 14 bridge approach to Grand Central parkway, Grand Central parkway from 15 Brooklyn-Queens expressway to Robert F. Kennedy bridge approach, Major 16 Deegan expressway from Robert F. Kennedy bridge approach to the West- 17 chester county line connecting with interstate route 502. 18 § 3. Section 343-a of the highway law, as added by chapter 110 of the 19 laws of 1996, is amended to read as follows: 20 § 343-a. Portion of state highway system in the county of Richmond to 21 be designated as "The Korean War Veterans Memorial Parkway". A. 4730 2 1 al Highway to Outerbridge Crossing Approach shall be designated and 2 known as "The Korean War Veterans Memorial Parkway". 3 § 4. Section 349-f of the highway law, as amended by chapter 288 of 4 the laws of 2018, is amended to read as follows: 5 § 349-f. New York city routes. The following existing or proposed main 6 routes or thoroughfares, are designated herein, as aforesaid, viz.: 7 New England thruway from the Westchester county line to Bruckner 8 expressway; Bruckner expressway from New England thruway to Robert F. 9 Kennedy bridge approach; Hutchinson river parkway from the Westchester 10 county line to the Bronx-Whitestone bridge approach; Bronx river parkway 11 from the Westchester county line to Bruckner expressway; Henry Hudson 12 parkway from the Westchester county line to Miller highway excepting the 13 Henry Hudson bridge, provided that no portion of this route from West 14 Seventy-second street to the Cross Bronx expressway shall be constructed 15 or reconstructed so as to encroach in any way on or over any land mapped 16 or used for park purposes except for such temporary encroachment of no 17 more than ten feet in width from seventy-third street to seventy-sixth 18 street as may be essential during and for the purpose of reconstruction 19 or repair of the existing roadway following which there shall be full 20 restoration of park land; Major Deegan expressway from the Robert F. 21 Kennedy bridge to Central Park avenue at the Westchester county line 22 together with a connection to Broadway and along Broadway to Manhattan 23 college parkway; Cross Bronx expressway from George Washington bridge 24 approach to Throgs Neck bridge; Throgs Neck expressway from Bruckner 25 expressway to Throgs Neck bridge; Arthur V. A. 4730 4 1 beginning; this district is further intended to include that part of the 2 Borough of Brooklyn bounded by a line described as follows: 3 BEGINNING at a point at the Brooklyn borough line in the waters of 4 Gravesend Bay at Twenty-sixth Avenue, extended to Harway Avenue, to 5 Stillwell Avenue, to Avenue U, to West Ninth Street, to Avenue T, to 6 West Twelfth Street, to Kings Highway, to Bay Parkway, to Seventy-sev- 7 enth Street, to Twentieth Avenue, to Benson Avenue, to Eighteenth 8 Avenue, to Cropsey Avenue, to Bay Nineteenth Street, to Shore Parkway, 9 to Shore Road extension, to Bay Eighth Street, to Cropsey Avenue, to 10 Fourteenth Avenue, to Poly Place, to Battery Avenue, thence northerly 11 and westerly along the border of the United States Government reserva- 12 tion known as Fort Hamilton, to Gowanus Expressway, to Fort Hamilton 13 Parkway, to One Hundred First Street, to Fourth Avenue, extended in the 14 waters of The Narrows, at the Brooklyn borough line, thence projected 15 into the waters of the Lower Bay, on the north side of and parallel to 16 the Verrazzano-Narrows Bridge thence southerly and easterly to the point 17 or place of beginning. 18 § 6. The closing paragraph of subclause (C) of clause (i) of subpara- 19 graph (a) of paragraph 8 of subdivision d of section 11-243 of the 20 administrative code of the city of New York, as amended by local law 21 number 41 of the city of New York for the year 1988, is amended to read 22 as follows: 23 FOX HILLS--The area bounded by Vanderbilt Avenue; the Upper New York 24 Bay; the Staten Island Rapid Transit Railway right of way; and, the 25 [Staten Island Expressway] POW-MIA Memorial Highway. 26 § 7. The commissioner of transportation shall provide for the instal- 27 lation and maintenance of adequate signing of the state highway system 28 as designated pursuant to section one of this act. 29 § 8. This act shall take effect immediately.
