BROWN -- read once and referred to the Commit- tee on Education AN ACT to amend the education law, in relation to requiring instruction in owning and operating a business The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The education law is amended by adding a new section 817 to 2 read as follows: 3 § 817. Instruction in owning and operating a business. 1. All school 4 districts in the state shall provide to pupils instruction in owning and 5 operating a business including, but not limited to, basic financial 6 literacy necessary for sound financial decision-making, leadership, 7 management, communication, budgeting, savings, credit, debt, insurance, 8 taxation, and other issues associated with owning and operating a busi- 9 ness. The commissioner shall establish and define such program in regu- 10 lations. Nothing in this section shall prevent the department from 11 making model curriculum and resource materials available on the depart- 12 ment's website. 13 2. The commissioner shall provide technical assistance in the develop- 14 ment of curricula for such courses of study which shall be age appropri- 15 ate and developed according to the needs and abilities of pupils at 16 successive grade levels in order to provide pupils with the skills to 17 own and operate a business. 18 § 2. This act shall take effect on the first of July next succeeding 19 the date on which it shall have become a law. Effective immediately, the 20 addition, amendment and/or repeal of any rule or regulation necessary 21 for the implementation of this act on its effective date are authorized 22 to be made and completed on or before such effective date.
