HYNDMAN -- read once and referred to the Commit- tee on Education AN ACT to amend the administrative code of the city of New York and chapter 53 of the laws of 2012, enacting the aid to localities budget, in relation to substance abuse prevention personnel in New York city schools The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The administrative code of the city of New York is amended 2 by adding a new section 12-141 to read as follows: 3 § 12-141 Substance abuse prevention and intervention personnel. The 4 New York city department of education shall provide on a full-time basis 5 at least one substance abuse prevention and intervention specialist at 6 each public school in the city of New York. For the purposes of this 7 section, a substance abuse prevention and intervention specialist is a 8 New York city department of education employee that has received 9 substance abuse training through the New York state office of addiction 10 services and supports. 11 § 2. A. 5861 2 1 Notwithstanding any provision of law to the 2 contrary, the commissioner of the office 3 of [alcoholism and substance abuse] 4 addiction services and supports shall [be 5 authorized to continue contracts which 6 were executed on or before March 31, 2012 7 with entities providing services for prob- 8 lem gambling and chemical dependency 9 prevention and treatment services, without 10 any additional requirements that such 11 contracts be subject to competitive 12 bidding, a request for proposal process or 13 other administrative procedures. Of the 14 amounts appropriated herein, at least 15 $14,859,531 shall be made] make funding 16 available to the New York City Department 17 of Education for the continuation of such 18 school-operated prevention programs 19 provided by school district [employees] 20 substance abuse prevention and inter- 21 vention personnel ........................... 42,553,000 22 § 3.
