Directs the superintendent of state police to develop and institute arrest policies and procedures for instances where police are arresting an individual who has responsibility for a person with an intellectual or developmental disability.
Directs the superintendent of state police to develop and institute child-sensitive arrest policies and procedures for instances where police are arresting an individual who is a parent, guardian or other person legally charged with the care or custody of a child.

Requires the school of a child who has their parent, guardian, or other person legally charged with the care or custody of such child arrested or whose house has been visited by police be informed of such arrest or visitation and the school establish procedures to best help such child.
Establishes the "blue-ribbon commission on the future of New York state's service delivery system for individuals with intellectual and developmental disabilities act" to conduct a study and prepare a report to examine, evaluate and make recommendations for systemic reforms to ensure a sustainable set of supports and services that meets the evolving needs of all individuals with intellectual and developmental disabilities; provides for the repeal of such provisions upon expiration thereof.
