It is the intent of the legislature to 4 protect and preserve the Finger Lakes region's natural heritage and 5 clean, cool waters for generations to come. The Finger Lakes is a unique 6 area of our state, made up of 11 lakes and many communities that are 7 home to its local tourism, wine, agricultural, and educational insti- 8 tutions. Home to more than 1.2 million people, nearly 21% 13 of the state's agricultural land, and holding upwards of 4.2 trillion 14 gallons of fresh water that serve more than 2 million residents stretch- 15 ing from Rochester to Syracuse, it is vital that we keep these waters 16 clean and pristine long into the future. 17 § 3.
