SAYEGH -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to including in facilitating aggravated unlicensed operation of a motor vehicle consenting to the operation of a motor vehicle by a person who is less than eighteen years of age who has never had a license The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 1 of section 511-a of the vehicle and traffic 2 law, as amended by chapter 606 of the laws of 1993, is amended to read 3 as follows: 4 1. A person is guilty of the offense of facilitating aggravated unli- 5 censed operation of a motor vehicle in the third degree when such person 6 consents to the operation upon a public highway of a motor vehicle 7 registered in such person's name knowing or having reason to know that 8 the operator of such vehicle: 9 (a) is a person whose license or privilege of operating such motor 10 vehicle in this state or privilege of obtaining a license issued to 11 operate such motor vehicle by the commissioner is suspended, revoked or 12 otherwise withdrawn by the commissioner and the vehicle is operated upon 13 a public highway by such person; or 14 (b) is a person who is less than eighteen years of age who has never 15 had a license or the privilege of operating such motor vehicle in this 16 state and the vehicle is operated upon a public highway by such person 17 resulting in physical injury to another person. 18 § 2. This act shall take effect on the first of November next succeed- 19 ing the date on which it shall have become a law. Effective immediately, 20 the addition, amendment and/or repeal of any rule or regulation neces- 21 sary for the implementation of this act on its effective date are 22 authorized to be made and completed on or before such effective date.
