Directs the New York state gaming commission to promulgate rules and regulations regarding predatory sportsbook bonuses in mobile sports betting, including but not limited to, deposit matching, risk free betting, free money, free bets, site credits and profit boosts.
Establishes certain limits on sports betting for both mobile and casino sports betting to include advertisements, wager limits, and prohibiting the use of credit cards to make deposits on mobile sports betting.
Relates to self-exclusion provisions; provides for moneys forfeited by self-exclusion to be deposited in certain gaming commission accounts.

Relates to wagers on certain horse racing events; authorizes agreements between a mobile sports wagering operator, mobile sports wagering licensee, or operator and an entity that possesses a license and that has the authority to conduct pari-mutuel wagering on the form of racing involved in the relevant horse racing event, involving wagers to be made solely by residents of the state of New York while located within New York, and subject to the approval of the commission.
Mobile Sports Betting; regulate.
Prohibits mobile sports wagering operators from enabling or otherwise permitting authorized sports bettors to deposit or withdraw funds to or from their account through gift certificates, open loop gift certificates, or e-wallets.
Designates an individual found to have harassed or shown a harmful pattern of conduct directed at amateur or professional athletes, coaches, officials, or participants of a sports event, including but not limited to certain instances of verbal, written or electronic threats, lewd or obscene statements or images, vandalism or nonconsensual physical contact, as a prohibited sports bettor.
Prohibits regional off-track betting corporations from providing items of value exceeding fifteen dollars to any board member, officer, or employee of the corporation, any contractor, subcontractor, consultant, or other agent of the corporation, or any spouse, child, sibling or parent of such persons; adds reporting requirements for regional off-track betting corporations.
Expands advertising restrictions for gaming facility licensees and applicants to include mobile sports wagering licensees.
