Requires that when the state is purchasing commodities and such commodities are available and purchased from approved charitable non-profit-making agencies for the blind, the preferred source shall perform fifty percent or more of the work.
Public purchasing; clarify that reverse auction shall not be used for term contracts for road maintenance commodities.
Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental resilience, racial equity, valued workforce, valued agricultural sector, animal welfare, and nutrition.

Requires that sales tax exempt precious metal bullion shall be purchased by a bank, a foreign government, the U.N. or the state, federal or local government.
Amends the imposition of sales tax to dramatic or musical arts performances, or live circus performances, or motion picture theaters, where such admission charge is not more than one thousand dollars.
Renames the New York state musical instrument revolving fund as the New York state music grant fund; broadens the use of such funds to be available as grants to not-for-profit symphony orchestras and/or other not-for-profit musical entities incorporated in the state and organized for the purpose of the presentation of performing arts and education in the performing arts for the benefit of the public and which have been approved pursuant to guidelines established by the council.
Enacts the "civil justice protection act (CJPA)"; requires that no person shall waive a series of rights and procedures when purchasing goods and services.
