  STATE OF NEW YORK ________________________________________________________________________ 3130 2023-2024 Regular Sessions  IN SENATE January 27, 2023 ___________ Introduced by Sen. MANNION -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to direct the department of civil service to study certain airport-related titles The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The department of civil service is hereby directed to 2 conduct a study on airport-related titles in the civil service of the 3 state and in all municipal civil service commissions. Such study shall 4 include, but not be limited to, an identification of titles in all 5 airports whose hiring procedures are subject to provisions of the civil 6 service law and the jurisdictional classification of such titles, an 7 identification of all such positions that are currently vacant or filled 8 by provisional or temporary appointment and the length of such provi- 9 sional or temporary appointment, an assessment of how frequently open- 10 competitive examinations for such titles in the competitive class are 11 held, and a review of open-competitive examinations that have been used 12 in the past to fill such titles in the competitive class. The department 13 shall prepare a report on its findings that shall also include recommen- 14 dations to the legislature on increasing the number of permanent 15 appointments in such titles and on ensuring that the necessary quali- 16 fications for such titles are adequately assessed in competitive exam- 17 inations. 18 § 2. The department of civil service shall complete and issue the 19 report provided for in section one of this act to the governor, the 20 temporary president of the senate, and the speaker of the assembly with- 21 in one hundred eighty days of the effective date of this act. 22 § 3.
