MAYER -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT in relation to directing the commissioner of education to conduct a study on the efficacy, adequacy, and equity of the Foundation Aid formula and make recommendations on potential modifications to such formula; and providing for the repeal of such provisions upon expira- tion thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The commissioner of education is hereby authorized and 2 directed to conduct a study on the efficacy, adequacy, and equity of the 3 Foundation Aid formula and to make recommendations on potential modifi- 4 cations to improve such formula. The scope of such study shall include, 5 but shall not be limited to: 6 (a) the current actual cost of providing all students in the state 7 with a meaningful opportunity for a sound basic education; 8 (b) appropriate measures of student and district poverty, including 9 the appropriateness of the pupil needs index; 10 (c) appropriate considerations for students with disabilities, English 11 language learners, and other students with significant needs; 12 (d) appropriate measures of district wealth; 13 (e) efficacy of the local tax effort test; and 14 (f) appropriate measures of regional costs. 15 § 2. The commissioner shall hold a minimum of five hearings around the 16 state and provide additional opportunities for public comment. The 17 commissioner shall solicit input from students, parents, teachers, 18 school administrators, school board members, school business officials, 19 and education advocates. 20 § 3. The education department shall report its findings, including any 21 recommendations for legislative action as it may deem necessary and 22 appropriate, to the governor, the temporary president of the senate, and EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. This act shall take effect immediately and shall expire and be 4 deemed repealed eighteen months after such effective date.
