Directs the state comptroller to conduct an audit of monies allocated pursuant to the federal CARES Act, including but not limited to monies received by local governments, state agencies, school districts, small businesses, large corporations, and hospitals, and to publish the results of such audit.

Requires each state agency that publishes reports containing data on its website to post such reports in a machine-readable format; requires the state comptroller to conduct compliance audits and issue a written report to the legislature, the governor, and the audited agencies.
Expresses the intent of the legislature to allocate $100,000,000 of the local government allocation and $100,000,000 from the state allocation from the CARES Act to small businesses, of which $12,500,000 from the local government allocation and $12,500,000 from the state allocation shall be used for minority and women owned businesses.
Expands authority of State Auditor on performance audits of school districts; requires State Auditor to issue report on school district audits from previous five years; requires appropriation of $1.5 million to Office of State Auditor annually for such audits.
