PARKER, SALAZAR -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said commit- tee AN ACT to amend the labor law, in relation to establishing a New York state public housing painters apprenticeship program The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The labor law is amended by adding a new section 819-a to 2 read as follows: 3 § 819-a. New York state public housing painters apprenticeship 4 program. 1. There is hereby established a New York state public housing 5 painters apprenticeship program. Such program will be administered by 6 the department, in coordination with the municipal housing authorities 7 established pursuant to article thirteen of the public housing law. 8 2. (a) Applications to participate in such apprenticeship program may 9 be submitted to the department in such form and manner as may be 10 prescribed by the commissioner. 11 (b) Eligibility for the New York state public housing painters appren- 12 ticeship program shall include, but not be limited to, the following 13 considerations: 14 (i) Participants in the program shall be limited to residents of a 15 municipal housing authority established pursuant to article thirteen of 16 the public housing law. 17 (ii) Applicants for the program shall not be deemed ineligible based 18 on criminal history. 19 3. Skills learned as part of the New York state public housing pain- 20 ters apprenticeship program shall include, but not be limited to: 21 (a) Workplace safety skills and procedures, including but not limited 22 to: 23 (i) use and maintenance of hand and power tools; 24 (ii) signaling, rigging, and hoisting; 25 (iii) lead and asbestos abatement; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD13726-02-4S. 8134--A 2 1 (iv) ladder, scaffold, and forklift safety; 2 (v) first aid; and 3 (vi) proper use of personal protective equipment; 4 (b) Trade skills, including but not limited to: 5 (i) reading blueprints; 6 (ii) identifying the appropriate material for various paint and 7 surface applications; 8 (iii) types and properties of materials, including paints, stains, 9 varnishes, shellac, polyurethanes, and clear coats; 10 (iv) safely storing, disposing, and recycling trade chemicals; 11 (v) mixing paints; 12 (vi) matching colors; 13 (vii) surface preparation; 14 (viii) wood finishing; 15 (ix) applying wallpaper; 16 (x) preparing a workspace for interior painting, including removing 17 old paint, removing fixtures, and applying mildew remover; 18 (xi) preparing a workspace for exterior painting, including removing 19 rust, power washing and sandblasting, and burning off old paint; and 20 (xii) spray painting; and 21 (c) Other workplace skills, including but not limited to: 22 (i) estimating costs and materials; 23 (ii) communication skills; 24 (iii) scheduling; and 25 (iv) record keeping. 26 4. The commissioner shall publish information about the New York state 27 public housing painters apprenticeship program, including how to apply 28 for such apprenticeship program, on the department's website. 29 5. The commissioner is authorized to promulgate such rules and regu- 30 lations as deemed necessary to effectuate the provisions of this 31 section. 32 § 2. This act shall take effect on the ninetieth day after it shall 33 have become a law.
