Establishes a healthy savings pilot program within three cities where those in the program can receive discounts on healthier food choices at grocery stores and supermarkets.
Amends procedures required for the custodial interrogation of children to provide additional protections and for taking juveniles and sixteen and seventeen year olds into custody.
Establishes the office of special investigation within the department of law to investigate and prosecute any alleged criminal offense or offenses committed by a police officer or peace officer, concerning the death of any person as a result of any encounter with such police officer or peace officer.
Prohibits the collection of rent arrearages accruing prior to the date of approval of an application for an adjustment in the legal regulated rent based upon a major capital improvement.
Relates to burglary in the second degree; adds language where the building is a dwelling which, at the time of the commission of the crime, is occupied by a person who is not a participant in the crime to what constitutes burglary in the second degree.
Relates to the sale or transfer of certain real property by the state or public authorities; requires mandatory review by the attorney general and comptroller of the sale of certain real property; requires notice to members of the legislature and county executives in districts and counties in which land subject to transfer is located of the proposed transfer of state property between state departments, divisions, bureaus, agencies, state agencies, or to a public authority or public benefit corporation.
Requires lithium batteries of less than 1 inch in diameter and products containing such batteries to be labeled with warnings that swallowing such batteries has been known to cause death.
Prohibits the intentional removal of identification markers from commercial motor vehicles in the city of New York for the purpose of evading a traffic infraction; provides a fine of $200-$1000 for intentional removal of identification markers.
