Enacts the "employment first choice act" to ensure that an individual with developmental disabilities in a nonintegrated setting shall have the right to remain in such a setting under certain circumstances.

Establishes the New York nurse expansion program which provides awards to undergraduate students who are matriculated in an approved undergraduate program leading to a career in nursing at a New York state public or private degree granting institution of higher education.
Establishes a home heating oil rebate program for residential home heating oil customers to receive a rebate of one dollar per gallon of grade number two heating oil purchased from July 1, 2023 to June 30, 2024, of a limit up to five hundred gallons.
Provides that uniformed court officers and peace officers employed in the unified court system shall be entitled to accidental disability retirement if they sustain injuries as the result of physical assault by an assailant suffered while in service.
