Requires developers of offshore wind renewable energy projects receiving state financial support for such projects to use New York-based manufacturers that have labor peace agreements with employees, ensuring uninterrupted supply of equipment for such projects.
Requires manufacturer of nonprescription blood glucose self-testing equipment, devices and supplies to submit to the New York State Board of Pharmacy a comprehensive list of designated suppliers and authorized distributors of nonprescription blood glucose self-testing equipment, devices and supplies; prohibits pharmacists from distributing nonprescription blood glucose self-testing equipment, devices, and supplies or seeking reimbursement therefor when the pharmacist knows or has reason to know that the equipment did not come through an authorized supplier or distributor.
Permits the electronic execution of a power of attorney for the purpose of transferring a salvage certificate of title and the execution of an odometer and disclosure statement.
Relates to electronic financial disclosures of members and candidates of the legislature; requires creation of electronic version of disclosure statement; directs the commission on ethics and lobbying in government shall make available an editable, electronic, readable and searchable version of the annual statement of financial disclosure by January 1, 2025.
Requires the metropolitan transportation authority to publish certain information pertaining to capital project data for projects that are committed for construction on the capital program dashboard maintained by the authority on the authority's website; requires sources of funding to be specified.
Enacts the "food retail establishment subsidization for healthy communities act" (FRESH Communities); provides loans, loan guarantees, interest subsidies and grants to businesses, municipalities, not-for-profit corporations or local development corporations for the purpose of attracting, maintaining or permitting the expansion of food retail establishments in underserved areas.
Relates to taxes on foreign fire insurance premiums; permits local governments to update outdated laws related to the disbursement of foreign fire insurance.
Relates to providing for the use of treatment guidelines in the no-fault system; prohibits insurers from paying any charge which exceeds the applicable fee schedule or which is not provided for under the fee schedule or compensable under Medicare.
Ensures that insurers are permitted to offer loss prevention programs as long as such programs are offered to the general public and the insurer's policyholders.
Authorizes all municipalities, with the consent of the county and the governing body of such municipality, to join a county self-funded or self-insured health plan; requires certification.
