Authorizes the town of Brookhaven to alienate certain parklands for the purpose of constructing a municipal drainage system and acquire and dedicate certain other lands as parklands.
Relates to providing veterans' housing; requires state agencies that provide shelter to homeless veterans to do so based on federal housing first principles without preconditions or barriers.
Commissions a study regarding the quality of health care services received by foster children in New York state; provides for a report to be submitted by the commissioner of the office of children and family services detailing the findings of such study.
Enacts the comprehensive motor vehicle insurance rate reform act; amends provisions applicable to automobile insurance rates including establishing a program for consumer information on insurers and establishing an office of public insurance advocate; revives previously expired provisions of law relating to automobile and property/casualty insurance rates.
Enables public libraries to access employment preparation education (EPE) funds to provide adult literacy education; sets aside one million dollars to be awarded through a competitive grant process; provides that half of such appropriation shall be set aside for libraries serving a population of one million or more.
Allows for individuals with a mental disability who receive or are eligible to receive services for such disability to use any of the public campsites, parks and other public places of recreation in the state without the payment of any fees or other charges.
Prohibits co-location of a charter school in a public school building in a city school district in a city having a population of one million or more inhabitants.
Requires a government photo identification card to be presented when casting a ballot; provides for a method to receive a government photo identification card at no charge; provides that notaries are not permitted to collect a fee for collecting the documents required.
