Requires all municipal corporations to adopt senior citizen rent increase exemption programs and disability rent increase exemption programs within one year.
Relates to death benefits for members of the uniformed force of the New York city department of sanitation and members of the uniformed force of the New York city department of correction; establishes that the beneficiaries of a member who would have been entitled to a service retirement benefit at the time of his or her death may elect to receive, in a lump sum, an amount payable which shall be equal to the pension reserve that would have been established had the member retired on the date of his or her death, or the value of the death benefit and the reserve-for-increased-take-home-pay, if any, whichever is greater.
Authorizes the county of Nassau assessor to accept an application for a real property tax exemption from the Maritime Administration, a component of the United States Department of Transportation with respect to the 2020-2021 and 2021-2022 assessment rolls for the parcel conveyed to such organization located at 307 Steamboat Road, Great Neck, county of Nassau.
Requires a study on the national electric safety code line height standard for overhead utility lines and communication lines as such relate to the height of agricultural equipment and other heavy duty equipment.
Provides that a person convicted of murder in the first or second degree, or aggravated murder, in the death of a child who is less than thirteen years old shall be sentenced to life imprisonment without parole.
Relates to outdoor restraints of dogs; prohibits tethering under cruel or inhumane conditions, including during dangerous weather conditions when a weather alert, advisory or warning is in effect; provides for civil penalties for violations.
Requires the New York state energy research and development authority to establish a do-not-solicit solar development statewide registry prohibiting solar solicitors from contacting persons who are included on such registry; establishes requirements for solar solicitors who make solar marketing sales calls, electronic messaging, and on-premises sales appeals to customers in New York state; establishes penalties for violations.
Enacts the "cellular mapping act"; requires the public service commission to review cellular services within the state; requires the expansion of cellular services.
Relates to providing interpreters at certain polling place locations if fifteen percent of the number of voting age citizens who speak the same language other than English at home reside in the district where such polling place is located.
