Authorizes certain groups to adopt a plan for self-insurance as a group to be known as a public group self-insurer; establishes procedures for insolvency of a public group self-insurer and for offering deductibles.
Permits awarding of reasonable attorneys' fees and costs and exemplary damages in court actions for unlawful discriminatory practices pursuant to the human rights law; provides incentive to the employer not to discriminate against the employee knowing there will be financial repercussions for their actions.
Requires trucks to utilize commercial GPS designed for use by a commercial vehicle which is able to provide audible and visual warnings when the truck is on a route where the height, weight, width, or length of the truck exceeds the limitations of such route when operating on public highways in the state.
Requires fire-resistant material applicators to undergo training and register with the office of fire prevention and control; imposes fines for violations.
Requires any court which holds a special proceeding to recover real property to establish an escrow account where the tenant shall submit any owed rent into such account.
Provides for review of bail data reports by the state commission on judicial conduct to study such reports for evidence of bias or prejudice by any judge or justice, and where appropriate based on such reports, to initiate, investigate, and hear complaints and otherwise comment on matters of bias and prejudice evidenced therein.
Relates to the regulation of social media companies and social media platforms; provides for age requirements for the use of social media and parental consent; prohibits certain data collection from social media accounts; limits the hours a minor can have access to social media; establishes penalties for violations.
Enacts a mattress collection program; requires mattress producers to establish a plan for the convenient and cost-effective recycling of used mattresses.
Provides that any landlord that is in mortgage foreclosure due to loss of rent payments cannot enter into a state of foreclosure until a court handling a special proceeding to recover rent resolves any rent issues.
Requires disclosure to the department of audit and control of annual employment reports for non-charitable, non-profit entities that are qualified as an exempt organization or entity by the United States Treasury under I.R.C. 501(c)(3) and (4) and that receives more than twenty-five percent of their total annual revenue from state funds.
Provides that a state employee whose position is eliminated for certain reasons and who is subsequently transferred to a different agency be entitled to the same hourly salary; retain all accrued sick leave; retain, cash out or use all accrued vacation time; and be paid relocation expenses.
Expands the membership of the interagency task force on trafficking in persons to include the commissioner of the department of transportation, the commissioner of the department of motor vehicles and the executive director of the New York state thruway authority.
