Provides for an applicant to voluntarily indicate that such applicant has a health condition or disability that may impede effective communication with a law enforcement officer when registering a motor vehicle, and that such information shall be provided to a law enforcement officer who makes a traffic stop of such vehicle.
Provides that family members of paid professional firefighters who died in the line-of-duty may obtain a "Survivor of the Bravest" license plate; provides for the annual service charge collected to be deposited into the department of motor vehicles distinctive license plate development fund.
Requires the deactivation of transportation network company drivers upon a substantiated report of a covered incident; relates to additional safety requirements for vehicles engaged in the transportation of passengers; requires companies that provide digital networks for prearranged transportation services to provide a system of interactive electronic match verification for passengers; establishes the crimes of impersonation of a transportation network company driver in the first and second degrees.
Provides that the court shall confirm an award in a public sector arbitration proceeding upon application of a party made within one year after delivery to the party, unless an application to vacate or modify the award upon certain grounds is made.
Increases the number of family court judges in the city of New York to seventy-two; provides for two additional family court judges for each of Westchester and Rockland counties and an additional family court judge for each of Erie and Niagara counties.

Relates to requiring a certificate of merit in proceedings to recover possession of real property; requires the petition shall be accompanied by a certificate, signed by the attorney for the petitioner, certifying that the attorney has reviewed the facts of the case and that, based on consultation with representatives of the petitioner identified in the certificate and the attorney's review of pertinent documents, there is a reasonable basis for the commencement of such action; provides that where a petitioner willfully fails to provide copies of required papers and documents the court may dismiss the petition without prejudice.

Establishes an intensive addiction recovery and mental health integrated services pilot program to support two three-year demonstration programs that provide intensive addiction and mental health integrated services to individuals with significant addiction and mental health issues who have had multiple and frequent treatment episodes.
