Requires community boards to provide public notice of any planned siting and construction of battery energy storage systems and to provide for annual inspections of such battery energy storage systems; defines "battery energy storage systems"; requires operators of such battery energy storage systems to submit to the requirements of community boards regarding notice and inspection requirements.
Authorizes the attorney general to approve certain state land acquisitions made for the purposes of land conservation, and to accept a title policy from a commercial insurer to cover any title defects that would otherwise render the title unmarketable.
Relates to requiring the city of New York and counties outside the city of New York to develop a plan to assist the state in achieving its goals for the transition to zero-emissions vehicles; requires such city and counties to include in such plan the number, location and timeframe for installation of electric vehicle stations and a procurement plan to transition to zero-emissions vehicles.

Authorizes schools to possess and administer FDA approved opioid reversal agents in emergency situations to negate or neutralize, in whole or in part, the pharmacological effects of an opioid in the human body.
Provides for limited credit time allowances for working in the horse handling program for a period of no less than eighteen months and receipt of a certification from the Groom Elite program.
Relates to exempting certain fire department officers of the Village of Hancock fire department from a New York state residency requirement; provides that chief, first and second assistant chiefs and any additional chiefs of the fire department of the village of Hancock need not be a resident of the state of New York.
